Rosatom and Togo sign memorandum on peaceful nuclear technology cooperation
Rosatom and the Republic of Togo’s Ministry of Energy have signed a memorandum on cooperation in the peaceful use of nuclear energy. The parties will examine possibilities in energy projects and non-energy applications, including healthcare and agriculture.
Signed during the Moscow summit

The memorandum was announced during the third Russia–Africa Summit in Moscow. It was signed by Rosatom Director General Alexey Likhachev and Togo’s Minister Delegate responsible for Energy, Robert Koffi Messan Eklo. The announcement describes a framework for joint work on peaceful nuclear technologies.
The memorandum does not mean that construction of a particular nuclear power plant has begun or that financing has been finalised. The release focuses on assessing possible projects and identifying subsequent cooperation steps. It does not announce an investment amount, a selected plant site or a project timetable.
Specialist working groups are planned

The parties envisage specialist working groups to consider nuclear-energy projects and non-energy uses of nuclear technology. These groups are intended to examine concrete project possibilities and steps to develop human-resource capacity.
Public communication about nuclear energy in Togo is another area identified in the memorandum. The announcement includes training specialists and developing nuclear-infrastructure capabilities alongside technical projects. These are areas for assessment and cooperation, rather than completed investments.
Floating plants among possible areas of work

Likhachev says Rosatom is ready to offer solutions in energy, healthcare and agriculture. He also identifies floating nuclear power plants as one potential area for consideration. The release does not say that Togo has definitively purchased or implemented that option.
Which projects emerge from the framework will depend on technical assessments and subsequent decisions by the parties. This report describes Rosatom’s announcement dated 30 October; it does not add unannounced capacity, costs or commissioning dates.
