Türkiye Ranks 41st Globally and 23rd in Europe in the New AI–Human Skills Synergy Index
According to the Coursera Global Skills Report 2026, enrollments in AI safety courses in Türkiye increased by 275%.
Coursera has released its 2026 Global Skills Report. According to the report, Türkiye ranks 41st globally and 23rd in Europe in the new AI–Human Skills Synergy Index. The first index of its kind measures the extent to which learners in 98 countries develop AI skills alongside the human skills required to apply them, while also taking each country’s overall AI readiness into account.
Türkiye’s ranking comes at a time when the country is expanding its AI talent pool and setting new priorities for skills development. According to Stanford’s 2026 AI Index Report, AI talent concentration in Türkiye increased by 75% between 2019 and 2025. The country’s 2026–2030 Artificial Intelligence Vision and Action Plan includes targets to train 10,000 advanced AI specialists and 100,000 AI implementation professionals, alongside a National AI Literacy Program aimed at providing training to five million citizens within two years.
Report Based on Data from More Than 300 Million Learners
Now in its eighth edition, the Global Skills Report draws on a subset of learning data from more than 300 million learners on Coursera and Udemy. The report combines insights into the development of AI and human skills with broader national AI readiness data from the Oxford Insights Government AI Readiness Index.
AI Course Enrollments in Türkiye Increased by 29% Year-on-Year
AI course enrollments in Türkiye increased by 29% year-on-year. Key AI learning themes include agentic AI and AI agents, AI and machine learning fundamentals, and prompt engineering and AI interaction. Other prominent themes include AI workflows, integration and orchestration, as well as large language model (LLM) applications and modeling.
Enrollments in agentic workflows increased by 158%, AI safety courses by 275%, and generative AI courses by 107%.
Enrollments in Complex Problem-Solving Courses in Türkiye Rose by 76% Year-on-Year
Learners in Türkiye are also developing the human skills needed to guide AI use and make informed decisions. Key human skills themes include leadership and management, ethics and governance, strategic thinking and decision-making, stakeholder alignment and influence, as well as innovation and ideation.
Enrollments in complex problem-solving courses increased by 76% year-on-year, while enrollments in innovation courses rose by 33% and those in critical thinking by 10%.
Learners in Türkiye Are Developing Strategic Thinking and Decision-Making Skills Alongside Three AI Skill Areas
The report examines which AI skills learners develop alongside which human skills, and identifies areas where these combinations are more pronounced than the global average. In Türkiye, strategic thinking and decision-making stand out among these skill combinations.
This capability is developing alongside three distinct AI skill areas: agentic AI and AI agents; AI workflows, integration and orchestration; and LLM applications and modeling.
These skill combinations can help people assess AI-generated outputs in the context of business priorities and organizational objectives rather than accepting them at face value. They can also support the evaluation of different options, their advantages, limitations, and potential consequences, while helping organizations determine where AI can deliver genuine value and which applications best support their goals.
Employers in Türkiye Expect 44% of Workplace Skills to Change by 2030
Evolving job requirements are making it increasingly important for individuals to develop and demonstrate these capabilities. According to the World Economic Forum’s Future of Jobs Report 2025, employers in Türkiye expect 44% of the skills used in the workplace to change by 2030.
In this environment, microcredentials enable individuals to demonstrate specific skills validated through assessments, providing employers with evidence of what candidates know and can do.
According to Coursera’s report, microcredential enrollments in Türkiye increased by 38% year-on-year overall, while enrollments in AI-related microcredentials rose by 62%.
Zribi: “The Next Stage of Türkiye’s AI Development Will Depend on How Effectively Organizations Translate New Skills into Business Outcomes”
Kais Zribi, Coursera’s Managing Director for the Middle East and Africa, commented on the report:
“The next stage of Türkiye’s AI development will depend on how effectively organizations translate new capabilities into better decisions and business outcomes. Learning needs to connect technical proficiency with the judgment required to determine where AI adds value and how it should be used. Employers and educational institutions can support this by creating practical learning pathways tailored to the roles people perform and the decisions they face at work. This will help turn the country’s AI ambitions into productivity gains and new opportunities.”
